The subject of this international restricted procedure No. 01/2010 shall be the collection of documentation for pre-establishment of the economic, financial and technical capacity (pre-qualification) of economic operators as possible contractors, by means of submission of applications for performance of construction and artisan works for the construction of an administrative facility for the Public Prosecution Office Of Republic of Macedonia and the Financial Police Office, in accordance with a Performance project in every phase.

The available area for construction of the facility is 962 square meters, whereas the gross developed width for construction of the facility is 9620 square meters. The height from the level of the protective sidewalk to the crown of the building is 35 meters. From the aspect of technical infrastructure, there is no need of specific treatments and activities.

Informācija un formalitātes, kas nepieciešamas, lai izvērtētu, vai prasības ir izpildītas: Conditions to be fulfilled by economic operators in view of their qualification: Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers: Information and formalities necessary for evaluating if requirements are met: In order to provide proof for its personal condition, the economic operator shall submit the following documents: statement by the economic operator that in the last 5 years, an effective court decision for participation in a criminal organization, act of corruption, fraud or money laundering has not been stated against it; certificate that it is not subject to bankruptcy procedure issued by a competent authority; certificate that it is not subject to liquidation procedure issued by a competent authority; certificate for paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established; and certificate that no sanction for misdemeanor with an effective court decision has been stated against it, resulting in prohibition for pursuing professional activity or duty, i.e. temporary prohibition for performing professional activity a document for registered activity DRA form issued by the Central Registry of the Republic of Macedonia for the performance of a main activity, or proof issued by the relevant authorities in the country where the economic operator was registered. The documentation from item III.2.1 shall not be older than six months, and shall be submitted as an original sample or a copy certified by the economic operator.

Informācija un formalitātes, kas nepieciešamas, lai izvērtētu, vai prasības ir izpildītas: Information and formalities necessary for evaluating if requirements are met: Balance sheets certified by competent authority, i.e. audited balance sheets or extracts from the balance sheets, where publication of the balance sheet is required under the law of the country in which the economic operator is established, for the last 3 years-2007, 2008 and 2009; statements regarding the overall turnover of the company (information from the profit and loss account issued by a competent authority, i.e. audited profit and loss account) for the last 3 years - 2007, 2008 and 2009. Minimal criteria for determination of the economic and financial standing of the economic operator The economic operator must have realized a total annual turnover of minimum 5 000 000 EUR, in the last 3 years.
III.2.3) Tehniskās spējas:

Information and formalities necessary for evaluating if requirements are met: List of performed works of identical or similar type, i.e. construction of facilities in the last five years, with an emphasis on the activities, investors, (reference list), dates and amounts. At least 5 certificates for timely, correct and quality performance of works issued by contracting authorities for which a previous procurement of an identical or similar type has been made, i.e. for construction of facilities in the last five years by the bidder. Certified statement by an authorized person of the bidder regarding the number, qualifications and previous work experience of the technical staff and experts who will be in charge of realization of the agreed activities, as well as a statement regarding the persons (number, qualifications, previous work experience) who will be in charge of quality control and ensurance that the activities shall be performed in a quality manner and in accordance with the valid standards applicable for such type of activities. Number and qualifications of the employees (expertise related to the subject of procurement and description of the managerial capacities of the management team of the bidder). List of technical and transportation means available to the bidder. Written statement by an authorized person of the bidder allowing the contracting authority or a person designated by it to perform due diligence of the production and construction capacities of the bidder. Written statement by an authorized person of the bidder providing a guarantee for 2 years after the completion of the construction works, Licence B for firm and authority A for architekts and construkcion engineers. Minimal criteria for establishment of the technical and professional standing of the economic operator 1. List of at least three constructed facilities in the last five years, or facilities under construction in the country or abroad with a total surface exceeding 10 000 square meters and a total value superior to 5 000 000 EUR; 2) Proof of availability of high-profile staff with a previous work experience of at least f5 years in the following areas: Architects, minimum 3; Construction engineers, minimum 5; Mechanical engineers, minimum 2; Electrical engineers, minimum 2; 3) Proof of availability of qualified labor, namely: builders; bricklayers, minimum 20; reinforced concrete workers, minimum 10 ; locksmiths, minimum 10; crane operators, minimum 3; 4) Proof of ownership of minimum mechanization and equipment available to the bidder: excavators with power superior to 100KV-2; vibro-compactors-1; trucks with load capacity superior to 15 tons-6; cranes with an arrow longer than 4 meters-2; autocrane with load capacity superior to 20 tons-1.
