50% of residents in Jekabpils vicinity against constructing cellulose plant in Ozolsala

50 percent of residents living in the vicinity of Jekabpils are against construction of a cellulose plant in Ozolsala by the joint-stock company "Baltic Pulp", according to a report on the plant^apostrofs;s possible effect on the environment.

35 percent of the local population support the plant, 15 percent had no opinion.

The survey was carried out in Jekabpils, Plavinas and Spungeni. The results of the survey were read during a public debate in Krustpils yesterday.

The most questionnaires for the survey have been received from Jekabpils and Krustpils residents, Plavinas residents were not as active. The residents of Riga and Jaunjelgava have also filled out questionnaires.

Survey of residents living within a three-kilometer radius of the place where the plant is to be constructed showed that 60 percent of them support the project, 40 percent are against. Overall, residents from 54 private homes there have been surveyed - 60-70 percent of all people living in the area.

Local governments in Krustpils, Jekabpils and other cities were also asked to comment on the matter. Krustpils and Jekabpils city councils will support the project if the State Bureau of Evaluation of Environmental Pollution's report on the plant is positive. Selpils County Council's stance will depend not only on the bureau's conclusions but also on what technology will be used in building the plant.

The Aiviekste local government is against the project, because it is concerned about the plant's effect on the environment, and does not have sufficient information.

The report, ordered by "Baltic Pulp", was drawn up by "Estonian, Latvian & Lithuanian Environment Ltd.".

Jekabpils District Council Chairman Janis Rascevskis believes that the survey does not reflect the actual stance of region residents on the need for the cellulose plant. Questionnaires were being used to carry out the survey, and questionnaires are most often filled out and submitted by those who are against.

During the public debate in Krustpils yesterday, Krustpils County was represented by slightly more than 10 residents. Others, almost 100, were mostly Greens from Riga and elsewhere.

Arnolds Luksevics, deputy director at the State Bureau of Evaluation of Environmental Pollution, said during the public debate in Krustpils yesterday that the public debate on the "Baltic Pulp" cellulose plant would be extended until May 20.

This has been done by recommendation from the Environmental Protection Club. Evaluating the cellulose plant project is problematic if there is little time for this. The report itself is a "mighty thick document, some six centimeters".

The State Bureau of Evaluation of Environmental Pollution has started setting up a commission of exports that will have to evaluate the report on the plant's prospective effect on the environment.

As reported, "Baltic Pulp", that is to implement the cellulose plant project, has submitted to the State Bureau of Evaluation of Environmental Pollution a report on the prospective plant's effect on the environment, which says the plant will not have any noticeable effect.

A study has concluded that the amount of plant emissions will be minimal, compared to other cellulose plants in the world.

Whereas Professor Ivars Kalvins, the head of the Medical Chemistry Department at the Latvian Organic Synthesis Institute, doubts that the plant will be harmless. Kalvins is the head of the Riga City Council's task force for evaluating the cellulose plant's prospective effect on potable water in Riga.
