It is planned that the building will architecturally resemble a cafe at this location at the end of the 19th century.
"Fort Ltd." had turned to the city council seeking permission for a two-story pavilion atop the hill.
The councilmen did not review "Fort's" proposal thoroughly, they said they needed more information about the project and to see the designs. Therefore, the matter will be reviewed again later, after all necessary documents are submitted to the city council.
Ingmars Lidaka (Green Party of Latvia, LZP), who supports the project in principle, said there was no technical capacity on Bastejkalns presently. It means there will be extensive excavations if a cafe is to be built there, with sewage pipes and electrical cables necessary for a cafe's operations.
According to Lidaka, in deciding on the proposal from "Fort", information is needed on how the cafe will receive power and water.
"Fort's" representative Ingus Miska said that in building the cafe on Bastejkalns, his company planned on combining a business venture with restoration of the city's historical locations. If the Riga City Council authorizes construction of the pavilion, the company will invest LVL 60,000 to LVL 70,000 into the project.
Askolds Klavins (LZP), head of the Environment Department, said that renovation of Bastejkalns park and paths had not been carried out when the Riga Canal was being reconstructed due to limited funding. The city council currently does not have enough money for the development of Bastejkalns, therefore attracting private capital might solve the problem.
According to the materials submitted to the Riga City Council, "Fort" plans on launching a business at Bastejkalns, where the pavilion "Vines kafejnica" (Vienna Cafe) was built in 1887 - a two-story building with a colonnade and a dome.
The pavilion was destroyed during World War II, which is why, "taking into account the historical aspect", the company wants to build a pavilion of glass atop the hill that will architecturally resemble "Vines kafejnica". The company plans on using modern technology in building the cafe.
According to the concept, the pavilion - a light metal construction covered with wooden and glass panels - will visually fit in with the overall image of Bastejkalns.
The company also pledges to erect lampposts at Bastejkalns and adorn Bastejkalns park with flowers and other greenery. The pavilion's interior will feature photographs of the pavilion and Bastejkalns' history.
The materials also include a statement by Ojars Sparitis, chairman of the Riga City Council's Monument Council - he also supports the plan for a summer cafe atop the hill.
