Campaign for protection of domestic market against import of Portland cement will start
Latvia will start campaign for protection of domestic market concerning to the dumping price on import of Portland cement from Byelorussia and Russia. It is planned at the directionģs draft that was submitted at government committee.

Referring on State bureauģs of Protection of domestic market (VITAB) decision, that was made at March 30, 2001, in the case about import of Portland cement from Byelorussia and Russia, government of Latvia plans to introduce measures against import of Portland from above mentioned states.
Government plans to determine temporary value for one Portland cement net weight kilogram - for Portland cement from Byelorussia 0,019 lats and also from Russia - 0,019 lats.
The rest of Portland cement, which doesnģt have certificate that indicates place of origin, temporary value for one kilogram also, will be 0,019 lats.
Antidumping temporary measures are not going to be applied for those producers of Portland cement from Byelorussia and Russia who to adjusted price corrections with VITAB and submitted them according to the antidumping rule. State Revenue Service customs offices will not apply antidumping temporary measures only if specific demands will be followed - production exports to Latvia directly from country of production, exporter receives payment directly from receiver of production, on the basis of payment order, declares Portland cement for issue at the Latvia customs territory for free turnover, exporter submits price correction invoice to the customs office.
Itģs planned that antidumping measures will last for six months.
Direction should be accepted by government commission and accepted by the ministers.
As reported before, VITAB found Portland cement import for dumping prices from Byelorussia and Russia at the control that was started by the request of Brocēni stock company.
Dumping was found on the basis of Portland cement normal value and export value calculation and collation. Byelorussia dumping difference was 19,50 lats on ton of Portland cement, bur Russia - 23,13 lats.
VITAB calculated also loses of local producer - Brocēni at 2000.
Portland cement import at 1998 made 20,89% from total amount of local consumption in Latvia, at 1999 - 27,4%, but at 2000 - 32,31%.
As reported before, there was information provided in application from Brocēni, that Portland cement import on dumping prices from Byelorussia and Russia started at 1999 and continued all last year. Realization of import cement grew and realization of Brocēni cement and profit at the local market reduced.
