This notice refers to goods, works, services or consultancy services to be procured through open and competitive tendering for projects financed by the Ignalina International Decommissioning Support Fund which is administered by the EBRD. Potential tenderers desiring additional information on the procurement in question or the project in general should contact the project agency and not the EBRD.

This notice follows the General Procurement Notice (GPN) for the LitPol Link project published on the EBRD's website on April 25, 2008 and updated on June 3, 2009.

Background: The Ignalina International Decommissioning Support Fund (IIDSF), administered by the European Bank for Reconstruction and Development (EBRD), was established in 2001 to finance and/or co-finance selected decommissioning projects and measures in the energy sector which are consequential to the final shutdown of Ignalina NPP.

Lietuvos Energija AB, acting as a shareholder of LitPol Link Sp. z o.o., which is the Project Development Company (the "PDC") for the project of power interconnection between Lithuania and Poland – the LitPol Link Project (the "Project"), has received a Grant from the IIDSF towards the costs of consultancy services for the preparatory works of the Project. The Project will be developed and implemented under responsibility of LitPol Link Sp. z o.o. which was established under the Polish law with its headquarters in Warsaw on May 17, 2008 by the two shareholders Lietuvos Energija AB and Polskie Sieci Elektroenergetyczne Operator S.A.

The PDC intends to use the Consultancy Services in the project development activities within the scope of initial phase of the project and, in particular, for Preparation of territorial planning and environmental impact assessment (EIA) procedures and documents for the 400 kV overhead power transmission line between Alytus substation – border of the Republic of Poland. The Consultancy Services are to be carried out for the Lithuanian part of the track which is to be located in the districts of Lazdijai and Alytus municipalities, which constitute a part of Alytus County (lit. Alytaus apskritis). The Consultant shall be expected to accomplish the following tasks:

- Technical designs sufficient to prepare territorial planning and EIA documents;

- Environmental Impact Assessment procedure according to the EU, Lithuanian relevant legislation and EBRD Environmental Policy;

- Territorial planning documents for the 400 kV overhead line (OL) Alytus – border of Republic of Poland;

- Support of the PDC in concluding the agreements with competent authorities and land owners.

The Consultant will be obliged to prepare any indispensable works, especially regarding territorial planning, EIA, etc. in order to obtain legally valid and binding territorial planning documents and decision on admissibility of building 400kV double circuit transmission overhead line from Alytus substation to the border of the Republic of Poland issued by the competent authority. The EIA of 400 kV overhead line (OL) Alytus – border of Republic of Poland shall include a relevant part for reconstruction of Alytus substation and construction of back-to-back converter station.

Eligibility: Consultant selection will be carried out in accordance with EBRD Procurement Policies and Rules with the exception of country eligibility restrictions defined within the IIDSF Rules and will be open to tenderers from eligible countries as of 1 June 2009: the EU Member States, Norway, Switzerland and the EBRD's Countries of Operations. The proceeds of the Grant shall not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the purchaser's country.

Consultant's Profile: The Consultant shall be a company/joint venture/team of experts, which has established adequate capability, experience and skills.

In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted shall include the following:

- Company profile, organisation and staffing; Information about organisation, home and field office support in management and logistics, continuity in ownership, history of litigation for last 3 years shall be provided.

- Details of relevant experience of similar assignments undertaken in the last five years (the information submitted shall include for each project, as a minimum, the following: project title; contractual role of the firm; the presence of any affiliate or parent companies and their respective roles; location; start and completion dates; value; name of the Client; funding source; objectives and brief narrative description of the project, functions and tasks carried out; and written references where possible);

- CVs of key staff who could be available to work on the assignment; the Lithuanian license specific requirements for key personnel shall apply (when necessary).

- Financial Data. Short audited summary financial statements for the last 3 years with explanatory notes with accompanied annual turnover summary and details shall be provided.

The information shall specifically identify the firm's expertise in the following areas, which are considered to be equally important for the assignment:

- Provision of territorial planning services in Lithuania - at least three territorial plans for similar infrastructure (land reclamation, energy related projects, networks, gas/oil pipes, railways, roads, 400 kV, 330 kV and 110 kV electricity transmission lines longer than 25 km) or at least three special plans of district (lith. rajono savivaldybés teritorija) importance approved by the relevant authorities during last three years

- Development of Environmental Impact Assessment procedure - at least two completed procedures for similar infrastructure (as above) during last three years approved by competent state authorities. Experience in Lithuania and EBRD - financed projects will be considered an advantage

If a firm considers it does not possess all the required expertise for the assignment, it may consider forming a joint venture (partnership or consortia) with other firms. In such cases the Expression of Interest should provide the aforementioned details for each partner and an indication which firm is the lead partner.

The Expression of Interest must not exceed fifty (50) pages excluding CVs. Note: Short-listed firms will be formally invited to submit proposals following this invitation. A firm (and/or its associates and affiliates) selected for this consultancy assignment, will be requested to limit its role to that of Consultant and disqualify itself from work in any other capacity except that of consulting services for follow on services within the Project.
