European architects believe Kipsala's southern part is suited for high rises

Seven teams of prominent European architects that participated in an international plenary meeting of architects in Riga believe that Kipsala's southern part, where the office building "Sun Stone" is being raised now, is suitable for construction of high-rise buildings.

During the architects' plenary in Riga, European architects' teams in four days worked out Kipsala development strategies. All participants of the meeting agreed that high rises should be constructed in the southern part of Kipsala, 15-story to up to 30-story buildings.

During presentation of Kipsala development strategies, held at the Latvian Architects Union's offices, it was stressed that the island's historical buildings and the complex of the Riga Technical University (RTU) buildings should be kept intact. It was also said that new bridges should be constructed between Kipsala and Pardaugava.

The jury, which included representatives of the Riga City Council and Latvian and Finnish architects, selected the projects of the Dutch company "S333" (architects Jonathan Woodroffe, Kees Draisma, Mikkel Ryberg) and the Latvian architect offices "Arhis" (architects Andris Kronbergs, Arnis Kleinbergs, Janis Zvejnieks and Juris Lasis) as best.

The ideas presented at the plenary will serve as an argument that the Riga City Council is on the right track, Vilnis Strams, Director at the Riga City Council's City Development Department, told LETA. All the proposals will be evaluated and taken into account when drawing up amendments to the Kipsala development strategy.

The Dutch company "S333's" proposal stipulates launching an area of office buildings in Kipsala's north. This area would be separated from the historical Kipsala area by a complex of new apartment buildings with yacht wharves. Much of Riga's territory is not being used properly now, Woodroffe said, drawing the example of Kipsala, Zakusala and Lucavsala. The Latvian "Arhis" also proposed a similar strategy.

The jury included Strams, Andris Ameriks, Chairman of the Riga City Council's City Development Committee, RTU Professor Ivars Strautmanis, RTU Professor Janis Krastins, Finnish architect Anna Bulova, construction company "Vincents" owner, architect Leons Jakrins, Riga Construction Board's head Ints Pujats, Latvian Architects Union's board member Edgars Berzins and architect Peteris Stancis.

The plenary meeting's awards totaled EUR 7000, Strams told LETA. He said the idea of the plenary had been proposed two-three months ago. The fact that the plenary is held at the time of heated debates about the construction of "Sun Stone" is a coincidence, he said.

The funds have been taken from the reserves of the Riga City Council's City Development Fund, Dana Hasana, public relations manager at the Riga City Council's City Development Department, told LETA. Part of the funding was offered by owners of real estate property in Kipsala and potential investors.

Mass media will get acquainted with the architects' proposals at a press conference today at 11 a.m. Architects' designs will be exhibited in the Riga City Council's lobby.

Architects from Denmark, Norway, Sweden, Estonia, Netherlands, Lithuania and Latvia participated in the plenary. Each team included two-four architects. All teams were assisted by the RTU Architecture Faculty students.
