Gaters informs economy ministry about violations in construction of "Sun Stone" high-rise
Ministry of Regional Development and Local Government Affairs believes that the design project for the so-called "Saules akmens" (Sun Stone) high-rise office building near Vansu Bridge does not meet specifications for the Kipsala area since the maximum permitted height will be exceeded, and a part of the conservation territory of 1,837 square meters has been turned into commercial territory.
Ministry of Regional Development and Local Government Affairs believes that the design project for the so-called "Saules akmens" (Sun Stone) high-rise office building near Vansu Bridge does not meet specifications for the Kipsala area since the maximum permitted height will be exceeded, and a part of the conservation territory of 1,837 square meters has been turned into commercial territory.
Minister of Regional Development and Local Government Affairs Ivars Gaters informed the Ministry of Economy and State Construction Inspection about the conclusion drawn by the Ministry of Regional Development and Local Government Affairs.
The ministry believes that a basic criterion for legality of construction work is its adherence to specifications for Kipsala, and the ministry has no information at its disposal on any alterations in the original design.
The Riga City Council refers to the Article 15 in the Riga city development plan for 1995-2005, which stipulates that insignificant changes in specifications can be regarded as alterations.
However, the ministry regards that the above article cannot be applied in this case since it contradicts both the regulations of the Cabinet of Ministers for September 6, 1994, which were effective when Riga's development plan was approved, and Cabinet regulations of December 5, 2000, which are in effect at this time.
Gatres has attached letters addressed to the Ministry of Regional Development and Local Government Affairs concerning construction of "Sun Stone" complex, including letters from State Cultural Monument Protection Inspection and Environmental Protection Club, Riga City Council's City Development Committee and City Development Department and the Saeima Education, Culture and Science Commission.
As LETA was informed by the head of the State Construction Inspection Leonids Jakobsons, the State Construction Inspection has received the letter from Gaters, and the inspection would carry out another probe in the construction of "Sun Stone".
The inspection has already carried out a probe but no violations were found.
The Prosecutor General's Office has received a petition from the Environmental Protection Club this week, requesting a halt to construction.
