"Hill International Inc." is not authorized to implement LNB project - Acquisition Control Bureau
The Acquisition Control Bureau has ascertained that according to existing legislation, the American firm "Hill International Inc." could not be a supervisor of the implementation of the project of the National Library (LNB) building as the law stipulates that the State Real Estate Agency must be a supervisory institution, LETA was informed by the director of the Acquisition Control Bureau, Andrejs Tiknuss.
The Acquisition Control Bureau has ascertained that according to existing legislation, the American firm "Hill International Inc." could not be a supervisor of the implementation of the project of the National Library (LNB) building as the law stipulates that the State Real Estate Agency must be a supervisory institution, LETA was informed by the director of the Acquisition Control Bureau, Andrejs Tiknuss.
As LETA was told by the Ministry of Culture, the Acquisition Control Bureau says that the contracts with "Hill International Inc." do not meet legal enactments.
The Acquisition Control Bureau evaluated the letter from the Ministry of Culture, and admitted that not one of the agreements signed between the Ministry of Culture and "Hill International. Inc." on the implementation of the LNB project between 1996 and 2002 met legal enactments during that period.
The Acquisition Control Bureau points out that taking into account the work conducted by the "Hill International Inc." and invested national funding, negotiations are to be organized.
The Ministry of Culture stressed that talks could be launched after the necessary amendments to the law on LNB project are made.
The Ministry of Culture decided to evaluate the authority of officials in concluding the agreements.
The Ministry of Culture had requested the Acquisition Control Bureau evaluate the agreements with "Hill International Inc." because the client has changed.
This week, Renny Borhan, the vice president of "Hill International Inc." and former LNB project manager, and the architect Gunars Birkerts presented the schematic design project drawn by the firm.
