The company "IMS Studio 6", which has been selected for designing a multifunction arena in Riga by the Prime Minister Andris Berzins-led 2006 ice hockey championship's steering committee, pledges to prepare key draft agreements in one month.
Latvian Ice Hockey Federation President Kirovs Lipmans told LETA that he had talked with the firm's representatives yesterday, who pledged to prepare main agreements in about one month on the required deposit.
The company must turn over to Latvia 1 percent of the planned investments into construction of the arena.
"Multihalle Ltd.", Finnish company "JHC Arena Holding Oy Ltd." and a group of foreign businessmen represented by "Metala buvju sistemas Ltd." had also submitted their bids to the Riga City Council and Latvian Ice Hockey Federation.
"IMS Studio 6" plans to invest up to USD 400 million into the construction of the arena. It is possible that the arena will be constructed in Lucavsala.
According to "IMS Studio 6's" calculations, the complex which will feature various arenas and halls, restaurants, a hotel and swimming pool, could cost up to USD 400 million depending on its location and available infrastructure.
"IMS Studio 6" plans to work according to the Build, Operate, Transfer (BOT) principle. According to this project, investments could be recovered in 15 years while in the next 15 years the complex could make profit.
The government could make recovering the money faster and more effective by applying tax breaks for construction materials imported for construction of the complex. Besides, the government would receive 49 percent of the complex's profit after the 15-year amortization period concludes.
"IMS Studio 6" is a U.S.-based construction-design company which has implemented major projects in the United States, Europe, China, Taiwan and Australia.
