LPP proposes turning Old Town's "Triangula bastions" into parking lot

The letter also asks a number of questions about the implementation of the "Triangula bastions" project, to find out how justified its construction has been in Riga's historic center, and decide on further action based on the mayor's reply, LPP communications manager Liga Krapane told LETA.

LPP parliamentary group's letter stresses that "Triangula bastions" was intended to be a parking lot in order to reduce the number of automobiles parked on the embankment and make the view of Riga more attractive, not to change it radically and create an unnecessary shopping mall.

LPP refers to regulation number 3052-12/7, signed by Riga Chief Architect Regina Bula and issued to "Speks-R Ltd." by the Riga City Council's City Development Department on September 28, 1999, on designing the "Triangula bastions" parking lot on 11. novembra krastmala Street, which says what conditions must be observed so that the new building become a part of Riga's historic center, which is included on the UNESCO World Heritage List.

LPP parliamentary group wants to determine what reasons affected implementation of the project, and why a retail complex has been built instead of a parking lot.

The letter also states that LPP will consider all possible recommendations on amending the legislation, so that such situations do not repeat themselves in the future.

LPP parliamentary group at the beginning of April held a meeting with architects Zaiga Gaile, Ausma Skujina, Andrejs Gelzis, Andris Kronbergs, Riga Cultural Monument Protection Inspection's head Andis Cinis and State Cultural Monument Protection Inspection's head Juris Dambis to learn of their views on "Triangula bastions".

LPP Chairman Eriks Jekabsons had said before that "Triangula bastions" should be razed or redesigned.

The architects said at the meeting that "Triangula bastions" had been built legally, the design had been picked at a competition. They agreed, though, that the building's height slightly exceeds the set two floors. Foundation of the historic Triangula Bastion, discovered during excavation, have been preserved and can be viewed by the public, Dambis said.

Skujina called on deputies to refrain from setting up "taste commissions" that tell architects how they should work. She believes that modern architecture must also have a place in Riga's historic center and Old Town.

The LPP faction nevertheless decided to turn to institutions and officials involved in the construction of "Triangula bastions" to determine whether there are legal grounds for demanding that the building be redesigned or even torn down.
