The law on preservation and protection of the historic center of Riga takes effect today.
As reported, the law earlier caused heated debates, and President Vaira Vike-Freiberga returned the bill to Saeima for a repeated review.
The law's goal is to preserve, protect and develop Riga's historic center, it stipulates that the area of Riga's historic center is 438.3 hectares, and the center's sheltered area is 1574.2 hectares.
The law bans any construction of new buildings or reconstruction of buildings that would alter the cultural and historic environment in Riga's historic center.
According to the law, the Riga City Council must draw up and pass a territorial planning strategy for Riga's historic center, which must be coordinated with the State Cultural Monuments Protection Inspection.
The law stipulates that the Cabinet of Ministers will issue regulations on territorial planning and protection of the historic center, describe the procedure for implementation of development projects, and other directives.
According to the law, the Cabinet is to set up a council for the preservation and development of Riga's center that would supervise implementation of the Riga historic center's territorial planning strategy.
