II.1) APRAKSTS

II.1.5) Īss līguma vai iepirkuma(-u) apraksts:
Framework agreement for consultancy services within area and society planning in accordance with the national building codes etc., including assistance with, for example, impact assessments, development contracts for new regulations, road and traffic planning.
The framework agreement shall cover assistance within professions which require competence within:
— Architecture, landscape and town planning,
— Road and traffic planning,
— Planning technical infrastructure, including financial evaluations,
— Pollution problems, risk and vunerability evaluations,
— Development contracts.
The assignments will include analyse, reports, concrete plan works, executive work and quality assurance. In addition to a covering a broad range of professions, the area and society planning service provider must be able to provide area planning in accordance with the national building codes including representation according to social standards.
The framework agreement shall also cover architect assistance and consultancy for minor alterations to the municipality's properties, as well as preparatory works in building applications.

Here can be both short and long assignments within the framework agreement. The extent and length of each assignment will be agreed between the awarding authority and the service provider. The awarding authority reserves the right to hold a tender competition for projects or individual procurements which, due to their extent or nature, do not naturally come under this framework agreement.

The tenderer shall enclose a binding statement from any co-operation partners. CVs for key personnel who can be used assignments shall be enclosed, whether they belong to the tenderer's organisation or not. The CV shall include information about education and professional qualifications/experience.
The tenderer shall give the name of the person who was responsible for the most important contracts in the last three years.

The government's standard contract for consultancy assistance (the Assistance Contract, "Bistandsavtalen") will, together with the tender documents and the tenderer's reply form the basis for the final contract subject to minor practical adjustments/adaptions.
