People's Party proposes authorizing State Real Estate Agency to carry out construction of national library
The People^apostrofs;s Party (TP) has come out with a proposal for the Ministry of Culture to retain initiator functions for construction of the new Latvian National Library building but designate the State Real Estate Agency to implement the project. A state-guaranteed loan worth LVL 80 million could be issued to the agency.

TP Chairman Andris Skele told a press conference today that the implementation of the project is to be carried out in two stages. During the first stage from 2002 to 2004, preliminary work is to be completed.
LVL 7,000,000 would be necessary for the first stage which could be obtained from revenues from privatization of the shipping company "Latvijas kugnieciba", and the sale of the third mobile communications operator's license.
The cornerstone could be laid and construction work launched on May 4, 2004, in TP's view. Construction would proceed from 2004 through 2007 and would cost about LVL 80 million. The State Real Estate Agency could take a state-guaranteed loan for 25 years.
The loan discharge sources could be stipulated by the law on implementation of LNB project, totaling LVL 8 million a year. The sum could be made up by the dividends from the companies' capital shares and the Bank of Latvia.
TP believes that the LNB building's official opening could take place on November 18, 2008 - the 90th anniversary of the Republic of Latvia.
