President does not promulgate bill on preserving Riga's historic center

President Vaira Vike-Freiberga has not promulgated the bill on preserving and protecting Riga's historic center, and returned it to Saeima for a repeated review.
The bill's goal is to stop uncontrolled construction in Riga's historic center, included on the UNESCO World Heritage List, and in the center's sheltered area.
Foreign investors have said that the Riga historic center's sheltered area, which the Riga City Council designated in the mid 1990s, is too large, and maintenance of such an area could cost too much.
The bill also stipulates setting up a council for preservation and development of Riga's historic center. The council would be a consultative body, it would include representatives of the community, government and the Riga City Council. It is planned that the council's charter and makeup will be set by the Cabinet of Ministers. The council must be set up in three months after the bill takes effect.
The bill's opponents believe that not only the historic center's sheltered area is too big, the council is also an unnecessary institution, because it will become another bureaucratic obstacle to business activity.
Riga City Council and Foreign Investors Council recommended the president decline to promulgate the bill.
Whereas the non-governmental organizations, the Latvian Architects Union and the Environmental Protection Club, urged the president promulgate the bill.
