As reported, there are two versions of one document, issued by the Riga City Council's Architecture Department, that includes design planning and architectural regulations for the "Sun Stone" complex - both versions are with the same register number, but were issued on different dates.
The initial regulations, issued at the beginning of last February, stipulate that the project must be coordinated with the State Cultural Monument Protection Inspection, while the regulations drawn up six months later have no such requirement. Both also differ as to the height of the complex.
Prime Minister Einars Repse has said that the documents differ so that issuing of construction permit for "Sun Stone" would be eased and legitimized.
According to Subrovska, persons who signed both documents confirmed they did so, which means there was no forgery. If documents do not differ considerably, they are not given different register numbers, she also explained.
