Riga City Council's City Development Committee today approved construction of a "Man-Tess Ltd." oil products storage facility at Riga's Kundzinsala.
The facility's capacity is projected at 150,000 cubic meters. The construction will be carried out in two rounds - reservoirs with a total capacity of 50,000 cubic meters will be built first, and with the capacity of 100,000 cubic meters in the second round.
According to the Environmental Impact Assessment State Bureau's report, issued in November 2003, "Man-Tess" plans on building a facility for storage and handling light oil products. Its annual turnover is projected at up to 2.7 million tons of oil products.
"Man-Tess" currently operates three reservoir parks on Tvaika Street in Riga for handling and storing oil products. The first park includes six reservoirs on a total of 2,000 cubic meters and two at 3,000 cubic meters. The second park consists of six reservoirs with the total capacity of 40,000 cubic meters, and the third park's total capacity is 30,000 cubic meters.
The company's further development in this territory is limited, as the area is located not far from the Sarkandaugava apartment buildings. "Man-Tess" therefore plans on moving part of its business operations to Kundzinsala. In implementing its development program, "Man-Tess" has already built a wharf at Kundzinsala, where tankers carrying up to 60,000 tons of oil products can be moored. A pipeline for transporting light oil products has been built between the storage facility on Tvaika Street and the wharf on the Daugava River.
The Environmental Impact Assessment State Bureau's report on the prospective oil products storage facility of "Man-Tess" in Kundzinsala says that modern technology, insulation materials and security systems can be employed to substantially reduce or even evade pollution.
Earlier today, Riga City Council's Environmental Protection Committee voted against permitting the construction of "Man-Tess" storage facility in Kundzinsala.
