Riga Free Port has investment-unfriendly environment - "Neste" and "Statoil"

Riga Free Port has turned to the Riga International Court of Arbitration, claiming more than LVL 1 million from "Neste" and termination of a land lease agreement, signed in 1996.
"Neste" and "Statoil" are perplexed that the Riga Free Port Executive Leonids Loginovs has chosen to sue "Neste" instead of launching negotiations, the statement says.
"Neste" learned about the lawsuit by accident, and just as accidentally "Statoil" has learned today that the Riga Free Port is going to sue it as well.
For several years, "Neste" and "Statoil" have been trying to solve a number of problems at the Riga Free Port, but the port's administration kept setting obstacles to both companies' operations. Both companies tried to launch a constructive dialog but they always encountered outright unresponsiveness and what they believe was counteraction, the statement says.
The statement says, in commenting on both companies' operations at the Riga Free Port, that since 1996, both companies' work at the port has been constantly hindered concerning the use of a quay leased out to the companies, matters that deal with expanding the oil products terminal, and construction of a railroad supply line to the Ziemelblazma Railroad Station.
"Neste" and "Statoil" emphasize that the port's board is also non-obliging in dealing with the companies' problems. All problems are to be solved either with the help of correspondence or through courts. Both companies believe that it is not a good practice for tackling business matters, besides, the companies have always observed the conditions of all agreements concluded with the Riga Free Port's administration, the statement said.
Both companies have invested over USD 40 million into construction of oil product terminals, infrastructure and railroad supply lines, which means "Neste" and "Statoil" are among the biggest investors into the Riga Free Port.
The investors emphasize that they do not need any specific privileges but a predictable work of municipal institutions and an adequate business and investment environment.
