It is expected that the Riga City Council will approve the plan for the preservation and development of Riga's historic center in October next year, the director of the Riga City Development Department at the council, Vilnis Strams, told a press conference today.
According to Strams, talks on integration of the plan into the Riga development plan for 2006 - 2018 are being carried out at this time, including the plan "Vizija 2020" (Vision 2020) drawn up by the State Cultural Monument Protection Inspection.
Aigars Kuskis, the head of the plan's task force, informed that a majority of sub-projects of the plan have been already drawn up, as stocktaking of the transport system, research into the social economic situation of the historic center, prognoses for construction there, improvement policy for public places, alterations to construction regulations, improvement of the historic center's environment and others.
The advisor on the plan, architect Peteris Blums, stressed the importance of working out new, more detailed construction regulations for the historic center of Riga. In his view, the current regulations are too universal and easy-to-interpreted.
Blums stressed that values of the historic center are to be registered "in order to preserve the charm of the city which is vanishing." In his view, the facades of the buildings are being transformed chaotically.
Kuskis admitted that the plan for the preservation and development of Riga's historic center "cannot tackle all of the problems." He informed that a survey on the plan is planned from August 28 through August 31 in the streets of Riga. Whereas in December, a seminar is scheduled on the issues pertaining to the plan.
