"Skonto buve" willing to discuss changes in construction contract for police administrative building sooner
The construction company "Skonto buve Ltd." wants to launch negotiations with the Real Estate Agency in order to tackle uncertainties concerning changes in the construction contract for the administrative building complex for the State Police, LETA was told by "Skonto buve^apostrofs;s" project manager Juris Petersons.

Since December of 2002, when implementation of the project was suspended, no talks have been conducted on changes in contract conditions. The customer should inform the construction company about the changes they want to introduce - cutting the costs or any others, Petersons said.
"Skonto buve" submitted the draft design for the administrative complex to the Real Estate Agency early this year. Design work was to be completed by March this year, in order to begin construction, Petersons informed.
"Skonto buve" project manager expressed hope that following the statements made by Prime Minister Einars Repse yesterday, the situation would move out of the "dead zone".
As reported, Repse told the Cabinet meeting yesterday that if "Skonto buve Ltd." disagrees to cut costs for construction and design plans of the administrative building complex for the State Police, a ban could be set against the company on participation in tenders.
The premier believes that the state cannot afford to pay for construction of the complex on Gauja Street for such high costs just because the contract with constructors was signed "under unclear circumstances and conditions".
However, if "Skonto buve Ltd." agrees to cut costs, the company can continue implementation of the project, said Repse.
In commenting on Repse's statements, Aivars Borovkovs, president at the Latvian Attorneys' Association, told LETA that "Skonto buve Ltd.'s" bid must be evaluated in view of the law, not the stance of certain officials. The premier should not interfere in the case, in Borovkovs' view.
