2.8 The Authority require the provision of high quality professional construction services to support the delivery of the construction related elements of the CIP through all phases from inception to completion, commissioning and realisation with particular regard to:

c) Develop in conjunction with the Client a Programme for the delivery of the Project;
d) Undertake Risk and Value Engineering workshops at appropriate times during the project life cycle;

a) Discuss with the Client his obligations as Client under the CDM Regulations and advise on the methods to be adopted to check the competence and adequacy of resources of proposed Designers and the proposed Principal Contractor;
b) Review with the Client the competence and adequacy of resources of all proposed Designers and the proposed Principal Contractor for the Project. 4 Advise on the service related information concerning the Site, which the Client should make available to both the Consultant and to the Design Team and the Principal Contractor;
c) Liaise with the Designers as they identify health and safety hazards in connection with the Project and ensure that Designers comply with their duties under the CDM Regulations;
d) Prepare a Pre-Construction Information Pack in the format required by the CDM Regulations;
e) Liaise with the Client with regards to the proposed mobilisation period and submit all of the required notifications to the Health & Safety Executive (HSE);
f) Liaise with the Principal Contractor during the development of their Construction Phase Plan and advise the Client when the Construction Phase Plan has been suitably;
g) Deliver the Health and Safety File to the Client in conformity with the requirements of the CDM Regulations.
